Response cap and visibility policy

The operator publishes its own editorial content (methodology and league tables) as a publisher, not a hosting platform. It voluntarily mirrors DSA Articles 16, 17, and 20 inside this right-of-reply channel only. UK Defamation Act 2013 s.4 (publication on a matter of public interest) is the primary shield; seeking a subject's comment before publication is part of that defence, not a courtesy.

Response cap and visibility (10 points)

1. One reply per axis per publication. File separate forms for distinct axes; one revision per axis.
2. Length cap. 500 words for the public reply; 300 words for the quoted passage.
3. Visibility timing. A1, A2, A6, A7, and A8 are pre-moderated before publication. A3, A4, and A5 publish immediately with a 'reply pending review' badge and are confirmed within target.
4. Annotate, do not delete. A disputed claim is retained with strikethrough plus a dated correction note; corrections are logged in a public changelog.
5. Six-month complaint window. From publication or from the last decision by the operator (DSA Article 20(2) analogue).
6. Anti-misuse. Suspension after warning for manifestly unfounded or repeat duplicative replies (DSA Article 23 analogue).
7. Human review on every reply. No fully automated rejection (DSA Article 20(6) analogue).
8. Statement of reasons. Issued whenever a reply is declined, edited, or de-published (DSA Article 17 analogue).
9. Rate limit. Five replies per rail per rolling 30 days.
10. Out-of-court escalation pointer. To a certified DSA Article 21 out-of-court dispute-settlement body for EU rails; otherwise the UK courts.
